(1a) Main Roads has had consistently advised affected residents of the noise level objectives required for this project. Recent post construction noise testing has confirmed that current and projected noise levels are within prescribed limits and further noise attenuation treatments are not proposed. The recent test results have been provided to all residents who participated in the noise logging or who have requested feedback on the results. A copy of the test results has also been provided to the Member for Murdoch. (1b) Main Roads is unaware of the resident referred to but will investigate if the Member provides further detail. (1c) Noise modelling for the north-west quadrant indicated that the predicted future noise levels for 2021 are 59 dB(A) for L10(18 hour) and 50 dB(A) for Leq (8 hour). This is below the project's prescribed noise level objective of 63 dB(A) for L10(18 hour) and 55 db(A) for Leq(8 hour). (1d) Noise testing was undertaken at four sites in the north-east and north-west quadrants of the Kwinana Freeway / South Street Interchange. Testing was undertaken over the period 23 June to 13 July 2006 at 6 Wills Close in Bullcreek (north-east) and 21 Londay Way, Bateman (north-west). Noise testing at two sites closer to the actual interchange, being 18 Tarrant Way in Bateman (north-west) and 38 Hassell Crescent in Bullcreek (north-east), were carried out over the period 10 August to 21 August 2006. Based on the results, no further noise attenuation measures are proposed at these sites. Actual results at the sites tested in the north-west and north-east quadrant are as follows: Site Location Noise Level Objective Actual Noise Level Measurement Predicted Future Noise Levels (2021) L10 (18hour) Leq (8hour) L10 (18hour) Leq (8hour) L10 (18hour) Leq (8hour) 3 21 London Way, Bateman (north-west) 63 55 62 53 63 54 8 18 Tarrant Way, Bateman (north-west) 63 55 59 50 59 50 2 6 Wills Close, Bullcreek (north-east) 63 55 60 53 61 55 9 38 Hassell Crescent, Bullcreek (north-east) 63 55 61 52 61 52 Although the noise levels prescribed for this project are not exceeded, it is recognised that some residents still consider noise to be an issue. In recognition of these concerns, I have asked Main Roads to arrange for the noise testing to be repeated in 12 month's time to enable a direct comparison to be made with the results already available. (2a) Vanessa Baetson of 24 Hassell Crescent, Bullcreek - Under the previous process, a post construction survey was only carried out by the Contractor following a request from the property owner. Main Roads arranged for an independent survey and for the Surveyor to contact the landowner to make arrangements. The owner has since confirmed that the issue does not relate to property damage, but to traffic noise. A copy of the recent testing results has been provided to the resident. (2b) Patricia Bartlett of 38 Hassell Crescent, Bullcreek - Under the previous process, a post construction survey was only carried out by the Contractor following a request from the property owner. Main Roads has now arranged for an independent survey and the Surveyor has contacted the landowner's daughter to make arrangements. Leighton's may also undertake a survey. The landowner' s daughter indicated to Main Roads that these arrangements were acceptable (the owners are currently overseas). (2c) David Belcher of 2 Cifford Way, Bullcreek - Property damage claim settled on 7 August 2006. (2d) Jenny Edge and Daniel Walker of 4 Clifford Way, Bullcreek - Verbal agreement has been reached to settle a damage claim on 29 September 2006. Formal settlement is being arranged. (2e) Allan Fennell of 1 Rowney Close, Bateman - Verbal agreement has been reached to settle a damage claim on 27 September 2006. Formal settlement is being arranged. (2f) Jenny Croucher of 3 Rowney Close Batemen - A post construction survey has been carried out by the Contractor. The Contractor has denied any contribution to damage outright. Main Roads has arranged an independent surveyor and the Surveyor has made inspection arrangements with the landowner. The owners have indicated to Main Roads that these arrangements are acceptable. (2g) Colin McGhee of 15 Evergreen Court in Leeming - The McGhees have stopped the process for a second agreed independent assessor. The Roe 7 Alliance is considering a mediation process whereby this matter can be closed-out. (2h) Peter Taylor of 24 Brandwood Gardens, Leeming - On-going dialogue has generally resolved a number of issues. Mr Taylor has stated that he now had a better understanding about the noise process and the modifications undertaken by the Roe 7 Alliance in adjusting the horizontal and vertical alignment. The overspray from the graffiti coating on his 2 cars is now resolved. On-going problems with insurance claims on Mr Taylor's cars are also now resolved. (2i) Robert Edgeloe of 5 Neave Close, Leeming - Main Roads has contacted Mr Edgeloe and he has advised he has no property damage issues. His issues relate to loss of amenity. As such, no further action is being taken in regard to property damage resolution. (2j) David Griffiths of 23 Brian Avenue, Mt Pleasant - Verbal agreement has been reached to settle a damage claim on 29 September 2006. Formal settlement is being arranged. (2k) Nicole and Aaron Gill of 6A Brian Avenue, Mt Pleasant - Verbal agreement has been reached to settle a damage claim on 29 September 2006. Formal settlement is being arranged.

Actual results at the sites tested in the north-west and north-east quadrant are as follows:

Although the noise levels prescribed for this project are not exceeded, it is recognised that some residents still consider noise to be an issue.
