I refer to a licence application that is being negotiated between the Western Australian Planning Commission and Mr John Reed for the pumping of water from the Serpentine River into Lot 128 on Deposited Plan 58170 in Mandurah, and I ask:
(a) what is the current status of these negotiations and the licence;
(b) for what period is the licence application to pump water into the lake on Lot 128;
(c) what will the cost be to the applicant for this licence;
(d) what conditions will be placed on the applicant with regard to the proposed licence; and
(e) will the Minister provide me with a copy of the licence when it has been finalised?

(a) A legal agreement between the Western Australian Planning Commission and
Mr Reed was executed on 23 March 2013. This agreement does not constitute
a licence to pump water. In this part of the catchment, there is no longer
a requirement to obtain a licence to extract water from the Serpentine River
under the Rights in Water and Irrigation Act 1914. However, planning
approval is required under the City of Mandurah Town Planning Scheme No. 3 and
the Peel Region Scheme for the pumping of water from the river to maintain the
water level of the wetland on Lot 128. (b - e) Not applicable
