The Department of Environmental Protection has advised that a review of Australian and International studies into the advantages and disadvantages of introducing CDL has raised concerns that there would be significant costs to consumers without significant environmental benefits. Notwithstanding this advice I have requested that the Department of Environmental Protection continue to raise the issue of CDL and other Extended Producer Responsibility (EPR) programs at a national level in the context of the negotiations over the National Packaging Covenant.
