representing the Minister for Energy:
I refer to the minister's
answer to my question without notice 730 asked on 13 June on the construction
of big battery storage in Western Australia and contracts for their use.
(1) Under what
management system will stored electricity from Synergy's Kwinana 1,
Kwinana 2 or Collie big batteries be transmitted in the south west
interconnected system?
(2) What authority and/or trading entity will oversee
that flow of electricity, and who will pay for the electricity?
(3) What
modelling has the government done to determine the level of electricity needed
to be stored and subsequently returned to the grid, and please table that
modelling?
(4) What is the
annual income projected from the operations of each of Synergy's
Kwinana 1, Kwinana 2 or Collie big batteries?
(5) What is the expected
annual return on investment as a percentage of capital cost for each of Synergy's
Kwinana 1, Kwinana 2 or Collie big batteries?

some notice of the question and his enthusiasm on renewables and storage. On
behalf of the Minister for Energy, I provide the following answer.
(1) Synergy's
battery energy storage systems—BESS—participate in the
wholesale energy market. Synergy places bids
with the Australian Energy Market Operator for all BESS, including energy and
essential system services. AEMO determines which assets are dispatched
to optimise energy and frequency co-optimised essential system services.
(2) It is the Australian Energy
Market Operator.
(3) AEMO's
electricity statement of opportunities—ESOO—provides AEMO's
forecasts and analysis for electricity demand across a range of scenarios. AEMO's
ESOO is available online.
(4)–(5) Synergy
competes with privately owned generators and retailers in the WEM. Publication
of these details would impact Synergy's ability to compete in this
market.
