I have a supplementary question. The
minister's own department yesterday said that having less than 12
months to co-design important documents was
a challenge. Why will he not give it and stakeholders more time to implement them properly?

It certainly was a challenge. The
legislation was complex to put into regulations, which we have done, but it has
been completed. It was a challenge. We have completed it. The regulations are
there, so why do we need to delay? Major industry personnel have said get it up
and running, because only by the new regime being in operation can we iron out
any issues that may arise.
