As the Minister responsible for the administration of the
Public Sector Management Act 1994
, I refer the Premier to the proposed review of the Culture and the Arts portfolio, including the arts infrastructure maintenance plan, which was due to be completed in time for the 2012–2013 budget process, and I ask:
(a) what is the scope or terms of reference for the review;
(b) who has been appointed to undertake the review and when will it commence;
(c) when is it anticipated that the review will be completed; and
(d) will the review be tabled in Parliament and, if not, why not?

a) The Terms of Reference for the review were as follows:
1. Assess whether the existing functions, relationships, structures, funding, staffing and priorities of the Department and its portfolio organisations ensure the effective delivery of services consistent with Government policies and priorities;
2. Identify duplications or potential synergies between the Department's functions and activities and those of its portfolio organisations;
3. Examine the structure and functions of like agencies in Western Australia and other Australian jurisdictions;
4. Identify options for changes to improve:
i. the achievement of Government's objectives and priorities for culture and the arts;
ii. the application of Government resources for culture and the arts, with particular reference to the management and maintenance of infrastructure and grants processes.
b) The review commenced in May 2011 and was undertaken by the Public Sector Commission with support from the Department of the Premier and Cabinet.
c) 27 February 2012.
d) The review will not be tabled in Parliament as it was undertaken at the request of the Economic and Expenditure Reform Committee for consideration by Cabinet.
