I refer to the Western Australian Planning Commission's (WAPC) directions to the Town of Victoria Park to modify Town Planning Scheme No. 1 Amendment 78, to allow the site owner to have two-way access in and out of the local roads of Carson St and Baillie Ave, despite the Council's preference against two-way vehicle access at that point, and I ask:
(a) are there any public consultation requirements for scheme amendment proposals that have been modified according to instructions from the WAPC and, if so, what are they;
(b) if applicable, why was public consultation not carried out in this instance;
(c) were the instructions to modify Amendment 78 instigated by the Minister, or by the WAPC;
(d) did the Minister receive any requests from the public to provide a copy of the aforementioned instructions, and was that request granted:
(i) if no to (d), why not;
(e) can the Minister now provide a copy of those instructions; and
(f) on what planning grounds, or other considerations, was it determined that the Council's position opposing two-way access should be overturned?

The approved amendment also requires approval of a Local Development Plan (LDP) prior to development of the site. The LDP will be subject to advertising prior to consideration by the Town of Victoria Park.
