FREE-RANGE EGG LABELLING — DRAFT NATIONAL
STANDARDS

for Commerce:
The PRESIDENT : In giving the call to Hon Lynn MacLaren, I
wish her a happy birthday.
Hon LYNN MacLAREN : Thank you very much, Mr President. I appreciate
that. It is a joy to be with you all on my birthday!
I refer to the preparation of a draft
national standard on free-range egg labelling.
(1) Is the
minister aware that the federal Minister for Agriculture and Water Resources
was quoted in media reports on 3 March as stating that he and the federal
Minister for Small Business had resolved the egg labelling issue between them?
(2) Will the
minister comment on the federal minister's statement that he did not
want to ''upset the process by announcing anything'' before the
31 March meeting of ministers, which would be the ''final tick-off point''?
(3) Was the
Minister for Commerce consulted about this resolution of the egg labelling
issue before these statements were made?
(4) Were the
recommendations from the Australian government Treasury, which is leading
public and stakeholder consultation on this matter, part of these discussions?
(5) Will
stakeholders be provided with an opportunity to study the Treasury report well
before the 31 March meeting in order to consider the recommendations and the
basis on which they were made?

I thank the honourable member for some notice of the question.
(1) Yes.
(2) No.
(3) As far as I am
concerned, the matter will be resolved at the meeting of ministers at the
Legislative and Governance Forum on Consumer Affairs on 31 March 2016.
(4) I do not know whether the
Australian government Treasury was part of the discussions.
(5) It is my
understanding that the commonwealth's decision on the regulatory impact
statement will not be publicly released until after a decision on this matter
has been made by ministers.
