With regard to Budget Estimates 2003-04 one of the Office of Water Regulation’s major initiatives for 2003-04 (Output2 - Water Industry Development) is to ‘develop a transition plan and then to work to ensure a smooth transfer of some of its functions to the Economic Regulation Authority. It will also develop proposals for consideration by the Minister for the Environment on the future delivery of existing policy functions of the office’ (p605, Budget Paper No. 2) -
(1) What ‘functions’ will the Office of Water Regulation be transferring to the proposed Economic Regulation Authority?
(2) What agencies will potentially be responsible for the Office of Water Regulation’s existing policy functions?
(3) Has a deadline been set for the development of the ‘proposals for consideration by the Minister for the Environment on the future delivery of existing policy functions of the office’?
(4) If yes to (3), what is the deadline?
(5) What impact will the Office’s transfer of policy functions have on the implementation of the recommendations from the Review of the
Water Services Coordination Act 1995
?
