(1) Mr Warren Cluney was a contract employee with the Apprenticeship and Traineeship Support Network who was approached by the Building and Construction Industry Training Fund with an offer of secondment for 12 months. His secondment was approved by the director of Apprenticeship and Traineeship Support Network, who has responsibility for the ATSN, and confirmed by the acting director of staffing, consistent with the department’s normal processes for approval of secondments. The officer placed with the Construction, Forestry, Mining and Energy Union was not an employee of the ATSN.
