(a) The proponent only referred a proposal for Stage 1 of the port for assessment by the Environmental Protection Authority (EPA).
(b) If a proposal for a future stage of the port is referred to the EPA and is formally assessed, the Government will consider the report and recommendations of the EPA in making its decision as to whether that proposal may be implemented.
