CLAREMONT FOOTBALL CLUB upgrade — GOVERNMENT FUNDING
I have a supplementary question. Why does the Premier think this $16.5 million is worthwhile expenditure when there is no funding in the forward estimates for the hardship utilities grants, but there is an assumption of a 22.3 per cent increase in electricity prices? This is about priorities, about a pet project in his electorate while ordinary Western Australians suffer under his savage fee increases. Mr C.J. BARNETT

That was a speech not a supplementary question. The proposal for the redevelopment of Claremont Oval was brought to cabinet by the Minister for Lands. It is a proposal prepared over several years under the auspices of LandCorp; indeed, a proposal from the Claremont Football Club and the Town of Claremont, negotiated to some degree by the former member for Armadale, who did a good job on it. That work continued when this government came in and the Minister for Lands, with his responsibility for LandCorp, took that to fruition. Of course I support it. I think it is a very good proposal. Let me tell members what it means, given that they are interested in the Claremont Football Club. Firstly, it is a proposal that may well be reflected at East Fremantle and Bassendean. I hope the member for Midland will agree. The Swan Districts Football Club is very keen to see the same thing happen, as is the East Fremantle Football Club. It involves the redevelopment of around nine acres of under-utilised state land vested in the council that was leased to the Claremont Football Club, and the lease still had a number of years to run. It involves a lot of other land, including a former MTT bus terminal—underutilised land that the council was using as a depot. It is right next to a railway station, and a redeveloping Claremont business district with all the development taking place there. The proposal is along these lines. Mr J.N. Hyde : Priorities. Mr C.J. BARNETT : Priorities. Yes, 500 apartments will be built right on the railway station in a prime area. Mr E.S. Ripper : Why do they get $16.5 million? Mr C.J. BARNETT : There will be 500 apartments built as well as perhaps some commercial and retail development. As part of that proposal, agreed over a number of years between the Town of Claremont, the state government through LandCorp and the Claremont Football Club — Several members interjected. Mr C.J. BARNETT : Part of this proposal is that Claremont Football Club will forgo its lease, and as part of that it will receive compensation, which it will use to rebuild smaller, safer and modern football club premises, in contrast with the old rambling structure that is there now, which dates from the 1960s and 1970s and is in part starting to deteriorate severely. It is a good outcome. The Claremont Football Club will have new premises. There will be inner city medium density development on underutilised land, right next to public transport, which is something that was advocated at the time by the former Labor Minister for Planning. It is a good outcome—a very good outcome! Where does the $16.5 million come from? It comes from LandCorp through the profit of the project. This will be a very profitable project, and out of those proceeds LandCorp will fund the redevelopment of the football ground so the development can take place. Mr E.S. Ripper : If it’s so good, table the analysis! Will you give us the document? The SPEAKER : Leader of the Opposition! Mr C.J. BARNETT : What does the opposition have against medium density housing, a housing development on the rail line, and good facilities for sport and the Claremont Football Club and young footballers in the area? I think it is a fantastic project. I want to place on the record my thanks to the Minister for Lands for bringing it to cabinet. This is a great result. This is a government actually producing results for the community. Several members interjected. The SPEAKER : I formally call to order for the first time today the member for Joondalup, the member for Girrawheen and the Leader of the Opposition.
