I thank Hon Ray Halligan for his excellent and timely question. (1) The employment of people within the state public service is governed by part 3 of the Public Sector Management Act 1994. The selection, recruitment and appointment of people to and within the public service is captured by the “Public Sector Standards in Human Resource Management”, which include a specific standard relating to selection, recruitment and appointment, and approved procedures. (2) Yes. (3) The selection, recruitment and appointment standard places an onus on agencies to ensure their assessment matches a candidate’s skills, knowledge and abilities with the work-related requirements of the job and the outcomes sought by the agency, which may include diversity. Further, special consideration for the employment of people from culturally diverse backgrounds is covered by the “Equity and Diversity Plan for the Public Sector Workforce 2001-05”. The plan was launched by the Premier in February 2002 as part of the government’s commitment to developing an equitable and diverse public sector work force that is representative of the Western Australian community at all levels of employment. (4) Not applicable. (5) No. (6)-(7) Not applicable.
