I refer to the Government’s decision to increase firearm license fees and ask: (a) how much extra revenue is the increase in fees expected to generate in 2013–2014 and 2014–2015; (b) how much of the extra revenue will be directed to responding to the examination by the Auditor General into Western Australian Police’s licencing systems; (c) how many times has the Consultative Firearms Working Group met in each of 2011, 2012 and 2013; (d) who are the members of the Consultative Firearms Working Group; (e) has the Government referred the Firearms Act 1973 to the Law Reform Commission: (i) if so, when; and (ii) if not, why not; (f) when does the Government expect the Law Reform Commission to complete its review into the Firearms Act 1973 ; and (g) will the Government be providing resources to the Law Reform Commission to complete its review of the Firearms Act 1973 and if so, how much?

(a) The 2013-14 increase in Firearms Licence fees is anticipated to result in an additional $1.3m of revenue. The additional revenue will allow the fees to achieve full cost recovery.
Firearms license fees are reviewed each year to determine if they need to be increased. This review has not yet taken place.
(b) The Firearm Licence fees reflect an increase in resources for firearm licence compliance in response to a 2009 Auditor General Report. The full cost of the additional compliance resources for 2013-14 is estimated to be in the vicinity of $450,000.
(c) The Western Australian Firearms Consultative Working Group (WAFCWG) meetings were held as follows;
· 2011 3 times April, August and December
· 2012 4 times March, May, June and October
· 2013 To date 3 times January, May and August.
Next meeting is planned for November 2013.
(d) The WAFCWG comprises representatives of WA Firearms Traders Association (Dealers), WA Arms & Armour Society (Collectors), WA Pistol Association, WA Firearm Traders Association (Repairers/Manufacturers), WA Farmers Federation, Western Australia Police and office of the Minister for Police.
(e)-(f) Refer to Question on Notice number 1081.
(g) Yes. Resource discussions between the Minister for Police and the Attorney General are underway.
