I believe the answer is yes.  However, “accepted” was not the word used by the Premier at the time.  I think the word he used was “endorsed” but that probably amounts to the same thing. Hon N.F. Moore:  Are you saying that Cabinet did not make a decision? Hon KIM CHANCE:  I am trying to cast my mind around issues involved in the document, which dealt with other agencies and other portfolios.  I was focusing on my portfolio.  From my recollection, the Premier said that the task force report was endorsed in all of its aspects.
