(a) - (b) LandCorp has conducted two formal Requests for Proposal (RFP) processes for the Albany waterfront hotel site since 2010. All submissions were received as "Commercial in Confidence".
No conforming proposals were received out of the first RFP in 2010. Four submissions were received from the second RFP in 2012 with two being determined to have addressed the requirements generally. The Hotel Development Group Albany Pty Ltd was selected as the preferred proponent in 2012, but it later withdrew from the process at the end of the due diligence period bringing that RFP process to a conclusion.
A new process was commenced in which both Diploma Group and a previously unsuccessful party who was involved in the earlier RFP proposal were invited to make submissions against the advertised selection criteria.
(c) The Diploma Group's due diligence was provided as "Commercial in Confidence"; it resulted in The Diploma Group's continuing interest in the project.
(d) Post the State Government's decision on the potential land sale.
