With regard to education on the Australian Territory of the Cocos (Keeling) Islands, I ask -
(1) If the Minister is aware of the 1989 agreement between the (then) Ministry of Education in WA, the (then) Commonwealth Department of Territories and the (then) Cocos (Keeling) Islands Council regarding the central importance of the Cocos Malay language and culture in the territory’s education programmes?
(2) If no to (1), why not?
(3) Will the Minister name all of the current West Australian teachers of Cocos Malay children who are fluent in either Cocos Malay, Indonesian or Bahasa Malaysia?
(4) Will the Minister name all of the current West Australian teachers of Cocos Malay children who have ESL (English as a Second Language) or LOTE (Languages Other Than English) qualifications?
(5) If no names can be provided for (3) and (4), why is that the case?
(6) Will the Minister explain why the most significant cultural and religious celebration of the year for the Cocos Malay people ‘Hari Raya’ is no longer accorded a week-long school holiday?
(7) Will the Minister explain how and why the islands’ teachers have been able to arrange a three-week long holiday for the schools in the middle of the year?
(8) Was there any community or Cocos Council consultation regarding the holiday arrangements mentioned in (6) and (7)?
(9) Has there been any community or Cocos Council consultation regarding the recruitment and the continuation of teacher contracts on the islands?
(10) Will the Minister explain why there is no longer any formal Indonesian Language programme in the islands’ secondary school classes?
(11) Will the Minister outline the WA Education Department’s plans for upgrading the current Cocos Malay Teaching Assistants to full-teacher status?
(12) Will the Minister outline the WA Education Department’s current vision for Bilingual Education for the Cocos (Keeling) Islands, given the 1989 agreement?
(13) Will the Minister outline the new policy and financial ramifications for Cocos schools, following the Commonwealth’s decision to include Cocos Malay students in their Indigenous Language Speaking Students Programmes?

(1) – (13) The responsibility for the provision of Education Services on Cocos (Keeling) Island rests with the Commonwealth Minister for the Indian Ocean Territories.
