MINERAL ROYALTIES —
REVIEW
683. Mr W.J. JOHNSTON to the
Minister for Mines and Petroleum:
I refer to the Barnett Liberal government decision to
increase royalties for non–iron ore mining by $180 million each year.
(1) Does the
minister believe that the uncertainty created by this decision is contributing
to the continuing decline in mineral exploration, as suggested by the Association
of Mining and Exploration Companies yesterday?
(2) Can the
minister assure Western Australia that companies with state agreement acts will
not be required to pay additional royalties?

I thank the member for some notice of this question. I think
I answered a very similar question to this last week.
Mr M. McGowan : No.
Mr W.R. MARMION :
The answer is —
(1)–(2) A
royalty review is underway. As I said last week and as I have said to every
single media outlet in Western Australia over the past two months, the
collection of information for the royalty review will finish at the end of this
month. My department will look at what has been collected —

W.J. Johnston : What about the uncertainty? That is the question I asked.
Mr W.R. MARMION :
The department will present a report, and that will go out for review if any
recommendations are made and eventually come back to me.

There has not been a review of royalties since 1981. That is a long time ago. I
think it is a very good system, but there seem to be some anomalies that we
might need to tighten, but maybe not. We will see what comes back.
