I refer to the State Infrastructure Strategy Progress Report released in December of 2023, pages 25-31 titled "Planning and coordination", specifically "Strategy recommendation and government action/s", and I ask: (a) With reference to recommendation 36 "Support improved infrastructure planning and decision-making" Action 52 "Investigate the merits of all projects and programs that must undergo Major Infrastructure Proposal Assessment (MIPA) being required to have a benefits management plan, and an IWA-led post-completion review": (i) Have the planned works according to IWA scheduled for Q1 2024 begun: (A) If not, what is the reason for the delay; (ii) When will the planned works begin; and (iii) Are any steps currently being taken to assist in the preparation of advice to Government on the merits of embedding benefits management plans and post completion reviews for projects and programs that require MIPAs: (A) If yes, please identify each action being taken to assist with the implementation of this deliverable? (B) Please identify each individual stakeholder including government agencies, industry groups and other key stakeholders that are being engaged with to implement this deliverable?

(A) Benefits management plans are currently a Strategic Asset Management Framework (SAMF) requirement of projects subject to a MIPA, and reporting on completed infrastructure proposals is a function of Infrastructure WA (IWA). IWA is working with government stakeholders regarding the process of implementing benefits management plans and undertaking post completion reviews.
(B) IWA is working with the Department of the Premier and Cabinet, Department of Treasury, and the Department of Finance.
