the House representing the Minister for Finance:
I refer to the sale of lot 302 Iris
Avenue, Dalkeith.
(1) How many offers were made to
purchase the land at lot 302 Iris Avenue, Dalkeith?
(2) Of the offers, what was the
value of each offer?
(3) Who made each offer?
(4) Were any conditions attached to
each offer; and, if so, what were the terms of those conditions?

I thank the honourable member for
some notice of the question.
(1)–(4) Three
offers were received and considered for the purchase of lot 302 as follows.
Firstly, the Sultan of Johor made the successful $8.5 million unconditional offer
and, secondly, the Minderoo Foundation made a $10 million conditional offer.
The second offer was a nonconforming tender with three conditions that were
unacceptable to the government. These conditions were as follows. Firstly, the
existing lease of building Q to be extended for 50 years on the same or similar
terms as its existing lease in exchange for a $5 million payment on or before
settlement date. Secondly, the foundation continuing to spend an additional $5 million
within 10 years of the settlement date on enhancements to the precinct, with
expenditure to be at the discretion of the foundation but in consultation with
the Minister for Planning and the state on enhancements such as an adventure
playground, a sculpture park or similar facilities. Thirdly, an officer of the
foundation to be offered a seat on the management committee or steering
committee that contributes to strategic decisions for development of the
precinct and any proposals or invitations to new or prospective tenants or
occupiers. The third offer was for $6.5 million from Anthony Hopkins, subject
to the vendor re-pegging the rear boundary and delineated to the satisfaction
of the buyer within 14 days of the offer being accepted.
