Analysis of data from both systems needs to be heavily qualified as it relies on the school's: I. interpretation of the significance of the incident and, therefore, whether or not the incident is in fact submitted; II. use of terminology to describe the incident; and III. specificity of the details of the incident, including identification of the perpetrator.
