Major Decision Stages
The first major decision stage will determine the future stages and major decision points of the Program of Works. The initial stage will involve the following;
· Initial 6 week preliminary evaluation.
· Consolidation and presentation of options paper.
· Selection of preferred option/s.
The options for consideration will contain, although not be limited to, the following possible outcomes:
1. Detailed business case for an outsourcing model incorporating a new technology program.
2. Outsourcing incorporating a new technology program without a detailed business case.
3. Implementation of the new technology program by WAPol with a view to future consideration of outsourcing.
The timelines for purchase, implementation and commissioning of the new speed and red-light speed cameras will depend on the option selected. The WA Police has existing contracts to procure digital speed and red-light-speed camera equipment, these contracts can be accessed in response to the endorsed business case and preferred option, should it be necessary to do so.
Administrative Arrangements
Mr Stephen Brown APM, Assistant Commissioner for Traffic & Operations, has been appointed as the Program Sponsor in WA Police. The program governance structure will be determined as part of the recommendations in the Preliminary Evaluation Report.
Mr Tony O'Donoghue (WA Police) has been appointed the Project Director for the Preliminary Evaluation Stage. The development of the Preliminary Evaluation report will also include WA Police subject matter experts and those with appropriate expertise in business analysis, financial management and benefits realisation.
