I refer the minister to recently advertised details on the Government’s tendering web site for an extensive range of consultancy services relating to his electricity reform agenda. (1) What is the total estimated cost of tender No RFT12303 to formulate the detailed market design and draft the market rules for the wholesale electricity market? (2) What is the total estimated cost of tender No RFT12403 to provide financial and economic services, electricity markets, regulatory frameworks, sustainable energy, electricity technical services and communications advice to the electricity reform implementation unit? The two tenders to which the member refers relate to the provision of expert advice to the electricity reform implementation unit about implementation of the Government’s electricity reform agenda. (2) With regard to tender No RFT12403, the procurement process has not been completed. The aim is to establish a panel of consultants for this tender with individual quotations being called for under the panel arrangement. (3) No. The Crown Solicitor’s Office provides legal services to government on electricity reform implementation, although it may be necessary to seek outside legal advice on occasions. Lest there be any misunderstanding, these matters are part of the overall cost of electricity reform that has already been announced.
