Letter to tour operators that have been denied access to Carnac Island. 3. Letter to operators that have been granted access to Carnac Island with amended licence conditions. 4. Endorsement by the Conservation Commission of WA and approval of the Minister for the Environment (including a covering letter from the Department of Conservation and Land Management) for licences to operate commercial tours on Carnac Island.
