(1) Further to question on notice No. 2212 of 2000, why did the Minister's department continue to give Mr Ken Trainer further cases, when he hadnt met the time frame on earlier cases?
(2) How many inquiries did Mr Ken Trainer do for the Public Sector Standards Commissioner's office in 1998/99?
(3) How many inquiries is Mr Trainer presently conducting for the Minister for Education?

The Minister Replied:
I am advised that :
(1) Time frames on earlier cases were not met due to reasons beyond Mr Trainer's control.
Mr Trainer was appointed to inquire into 4 cases between 7 December 1998 and
8 January 1999. Mr Trainer was unable to complete those inquiries within the time frame due to a number of factors:
· the commencement of the school holidays meant Mr Trainer was not able to interview the employee, principal, other staff, parents and students for an extended period;
· employees initially refused to be interviewed by Mr Trainer; and
· employees' refusal to be interviewed necessitated significant volumes of correspondence and created further delays.
Mr Trainer was appointed to inquire into a case in March 1999 as it related to work he had previously undertaken.
Mr Trainer was not appointed to any further cases until December 1999 by which time he had submitted all reports except one referred to in the Question on Notice No.2212 of 2000.
(2) I am advised by the Commissioner for Public Sector Standards that Mr Trainer was authorised to conduct two inquiries under s.24 of the Public Sector Management Act 1994.
(3) One.
