I refer to the media release dated 11 March 2019 titled "McGowan Government Industry Participation Strategy delivering on local jobs and apprenticeships" and I ask: (a) Will the Premier provide a list of the nine pilot projects mentioned in the media release together with the date the tender closed for each project.; (b) Did the successful tenderer on each project submit an industry participation plan with the tender; (c) Will the Premier table the industry participation plans for each of the pilot projects? If not, why not; (d) Have the participation plans been incorporated in full into the contracts for each of the projects? If no, what projects have not had the plans incorporated in full; (e) Have the successful bidders provided reports to the Government on the fulfilment of the plans? If not, which projects have not been reported against; and (f) Have all of the projects met the industry participation plans in full? If not, which projects have not met with industry participation plans?

The Department of Jobs, Tourism, Science and Innovation (JTSI) advises:
(a)        Eight out of the nine Western Australian Industry Participation Strategy (WAIPS) Pilot Projects have been awarded. As stated in the abovementioned media release, the METRONET railcars procurement is still under evaluation.
(b)        With the exception of the New Museum Project – Stage 2, which was let prior to the inception of the Pilot project approach, all successful tenderers submitted a participation plan with their tender.
(c)        No. These plans are considered to be commercial-in-confidence.
(d)       When the contracts are awarded, the commitments made in the WAIPS participation plan during the tender process become part of that contract.
(e)        Reports on the fulfilment of the participation plans are provided by the contractor to the procuring Agency on each anniversary of the contract and at practical completion. These reports are then forwarded to JTSI by the procuring Agency. The reports will be cross-checked against their respective participation plan and any significant discrepancies will be investigated.
None of the pilot projects have been in operation for 12 months so at this stage there are no official reports. However, JTSI has been receiving positive feedback from these projects when requests have been made for specific workforce data.
(f)        As indicated above, reports for these projects are not yet due.
