Given the minister's
previous answers to my questions today, I seek clarification. Does he really
consider Jim McGinty's former chief of staff to be an independent
inquirer into the North Metropolitan Health Service?

Mr Cloghan is a former Industrial
Relations Commissioner and undertook extensive work in the time of the previous
government. He has been hired by the North Metropolitan Health Service,
independent of me, to inquire into a range of issues at that workplace. From
that perspective, it is perfectly entitled to do that. Mr Cloghan's
appointment took place before the member's elaborate conspiracy was
hatched. In addition, Mr Cloghan's work on behalf of the North
Metropolitan Health Service has nothing to do with what the member's
previous question was about—that is, the impartiality of the Public
Sector Commissioner. I note that the Liberal–Nationals believe that the
Public Sector Commissioner is not impartial, despite her distinguished career
in the public service. I note the member for Churchlands' assertion
that her investigation into the systems and balances at the North Metropolitan
Health Service is not independent. I think that is a dreadful slur.
Several members interjected.

Mr R.H. COOK : There can be no more independent and
more thorough investigator of these sorts of issues that the Corruption and
Crime Commission has identified than the Public Sector Commission itself. I am
surprised that the opposition would see fit to call into question the
reputation or the impartiality or, indeed, the professionalism of the Public
Sector Commission. That is a disgrace. It is probably competent for the member
for Churchlands to get up and apologise and clarify his views on the Public
Sector Commission. I have every confidence in the Public Sector Commission to
undertake an investigation and appropriate analysis of the systems in place at
the North Metropolitan Health Service. Again, I remind the chamber that these
systems were in place when those opposite were in government and we are
reforming, refining and improving these systems because of their neglect over
eight and a half years.
