PROSPECTOR — DELAYS
1338. Hon COLIN TINCKNELL to the minister representing the
Minister for Transport:
I
refer to delays in regional transport services. In this year's annual
report, I observed that not one of our four regional train services met their on-time running key
performance indicator, with the Prospector missing its OTR of 80 per
cent by 27 per cent, giving it a score of 53 per cent. In the annual report,
delays were attributed to signalling issues and track works managed by a third
party.
(1) Can the minister elaborate on
what is meant by track work issues?
(2) Who are the third party
contractors?
(3) Do these
contracts contain any provision for damages for excessive delays; and, if so,
what are they?
(4) Alternatively, are there any
incentives to minimise disruptions?

(1)–(2) Western Australia's rail freight network,
including the line on which the Prospector operates, was privatised by the former Court Liberal government and is now leased to Arc Infrastructure.
Arc Infrastructure is responsible for operating and maintaining the line.
Track work refers to physical
maintenance work on the track, including repair and replacement of rail
infrastructure, which is overseen by Arc Infrastructure.
(3) The track access agreement with
Arc Infrastructure does not have penalties for late running.
(4) There is a performance
incentive scheme as part of the track access agreement.
