NIB STADIUM — REDEVELOPMENT
284. Mr M.W. SUTHERLAND to the Minister for Sport and
Recreation:
I note with interest the minister's
recent announcement regarding the redevelopment of nib Stadium. Can the
minister please update the house on the progress of this important project and
outline what patrons of Perth's rectangular stadium will have to look
forward to in early 2013?

I thank the member very much for the
question. Last week I made two important announcements regarding nib Stadium.
Firstly, I announced that the state government had awarded the head
construction contract for the nib Stadium redevelopment to BGC. BGC has a
strong track record for delivering state sporting infrastructure in Western
Australia. Work on the eastern stand will commence in July, and the major works
will be completed by March 2013. That is a relatively short time, so that is a
good result. The second announcement I made, which I think is really important,
is the fact that we are also now going to replace the temporary scaffold stand
at the southern end with a permanent concrete stand, and seating in the
northern bowl standing area; that is the area against the fence, in front of
the shed at the northern end. This is in addition to what we were already going
to do. I said that we would look at opportunities if we could find efficiencies
within the budget, and we have been able to deliver this expanded scope within
the existing $95.1 million project budget. This is a terrific outcome for the
fans and for the sports.
I acknowledge the great work of the
Department of Sport and Recreation and Building Management and Works in
identifying the efficiencies within the project that have allowed that extra
work to take place. For the information of members, the $95.1 million
redevelopment will now deliver a roofed eastern grandstand and will also
include new food and beverage areas, toilet facilities, a 250-seat barbecue terrace
and seating for approximately 420 patrons in corporate boxes.
The new unroofed southern stand is
also part of the development, plus two large permanent video replay screens,
which are very important, a whole new stadium PA system, a CCTV surveillance
system and new pitch lighting. The new playing surface will be installed
between July and October 2013, with seating at the northern bowl to be
constructed at that time. This is a great result for rectangular sports.
I emphasise that the major
stakeholders have been consulted extensively throughout the whole process. In
fact, Perth Glory was very insistent that the eastern stand should be the
number one priority, and we followed that. We have unashamedly said, as a
government, that the eastern stand was important because this is about the
fans; but it obviously includes Perth Glory, Western Force and the possible
rugby league side to come. There will be some disruption to tenants during the
redevelopment, and we will work with all the affected parties to determine what
can be done during this period. Compensation has been discussed and a meeting
will take place with the CEO of Perth Glory, Paul Kelly, and the owner, Tony
Sage, to look at any potential compensation. That has been understood the whole
way through.
We need to look at the benefits that
this will provide to the sports. Firstly, it is a significant improvement for
the fans, so there will be the ability to attract more fans. Through the use of
the screens and the PA system we will be able to significantly reduce the match
day costs for the teams, because they have had to hire all that in, game by
game. Now they are there permanently. Of course, the corporate boxes in the
eastern stand will give the teams great capacity to earn a lot more money. This
investment by the state of $95.1 million will certainly benefit the sports that
are played there and give them additional opportunities, and I know they
understand that. I think this is a terrific result for the fans and a terrific
result for the sports. We look forward to March next year when the works will
be completed.
