(1) In reference to the Minister’s media statement of 27 May 2003 highlighting the amount of money to be spent in regional WA, exactly what expenditures under the Minister’s portfolios will be made in the electorate of Vasse and on what projects or services?
(2) Is the Minister aware that the Vasse electorate includes the fastest growing municipal area in Australia (Shire of Busselton) and that the area’s needs are as significant as any other area of the State?
(3) Is the Minister aware that the H-factor assessment of the catchment population for the Busselton Senior High School places it in the 6
th
lowest position in terms of socioeconomic disadvantage of all high schools in the State, ranking it marginally above Carnarvon, Balga and Mirrabooka for example?

South West Regional Development Scheme (RDS) An amount of $400,000 has been provided to each of the nine Regional Development Commissions for 2003/04 to fund projects in their regions. The South West Development Commission will administer RDS grants for regional development projects in the South West region including the Vasse electorate. RDS provides financial assistance for projects designed to assist in attracting investment and increasing employment in the South West Region. Round dates for 2003/04 are yet to be finalised. Western Australian Regional Initiatives Scheme (WARIS) The primary objective of this Scheme is to encourage, promote and support the sustainable development of regional Western Australia by funding projects to attract investment, increase jobs, improve skills and access to services in more than one of the nine regions in regional Western Australia. The Scheme is administered by the Department of Local Government and Regional Development (DLGRD) and an amount of $1.25 million is available to fund non-capital works projects in 2003/04. It is proposed to launch the 2003/04 round on 1 July 2003 with expressions of interest closing on 15 August 2003. Regional Collocation Scheme (RCS) The DLGRD administers the RCS which assist with developing appropriate infrastructure for the collocation of Government and non-Government organisations involved in regional, economic or community development. $5 million has been allocated to RCS for the 2003/04 year. DLGRD officers have met with the Shire of Capel and Shire of Busselton to discuss possible funding of projects but to date no final applications have been received from either Shire. Applications are accepted on an ongoing basis. Community Facilities Grants Program (CFGP) The DLGRD administers the CFGP which has been allocated $500,000 in 2003/04 to assist local governments and community groups to help fund community facilities such as public toilets, playgrounds and roadside rest areas. It is proposed that the 2003/04 round will be launched on 2 March 2004 with applications to be submitted by 16 April 2004. Regional Infrastructure Funding Program (RIFP) The Shire of Busselton has already been approved $500,000 through RIFP to assist with the construction of the Busselton Jetty Underwater Observatory and it is anticipated that payment of these funds will made to the Shire in 2003/04. In addition $1 million will be provided during the 2003/04 year to the South West On-line project as part of an ongoing commitment to maximise the region’s competitive advantage through the expansion of electronic services and e-commerce.
