I refer to the National Partnership Agreement on trial of My Way sites, and I ask: (a) has the Commonwealth finalised an agreed definition of what a Tier 2 participant is and what is considered to be a Tier 2 support; (b) if yes to (a), can the Minister please provide those definitions; and (c) if no to (a), when is the finalisation of those definitions expected?

a) The Disability Reform Council has agreed to replace the term Tier 2 with "ILC", Information, Linkages and Capacity Building.
b) There is no definition of an ILC participant because there are no eligibility requirements to be met to access ILC type supports. People with disability, irrespective of whether they also receive individual funding, their families and carers and the broader community can benefit from ILC supports.
A Framework to guide implementation of ILC has been agreed however this does not include specific detail on programs, funding arrangements, or governance.
