supplementary question.
Does the business
case include the requirement for the racetrack or any of the new project to be
on land owned by Crown Perth?

Mr Speaker, I am not
in a position to advise the member in relation to that—simply to say
that we are working through the final designs and the business case in relation
to this matter. This is what we have done in relation to Westport, and what we
have done in relation to a whole range of pieces of infrastructure. It is one
of the things that was notably absent under the last government when it came to
the development of the football stadium, and, of course, when it came to the
Forrestfield–Airport Link (FAL) and the Perth Freight Link (PFL). They
are both projects for which the government of the day refused to release the
business case. When the government then changed, they still refused to release
the business case to the new government.

Mr Roger Cook: We
wrote to the Leader of the Liberal Party at the time, as is the custom, to say,
"Can you please release the documents from cabinet confidentiality?",
and, lamentably, even though we were the ones then responsible for implementing
the piece of infrastructure, the Liberal Party refused. Mr Speaker, when it
comes to transparency, I will not be lectured by those opposite. We will
continue to make sure that we do the right thing, which is the thing we have
always done, and publish the summary of the business case.
