(1) It is unlawful to possess a handgun for the destruction of stock or vermin.
(2) Through the Ministerial Council for Police and Emergency Management - Police (formerly the APMC) it was the view handguns should be heavily restricted and only available to a particular class of user. This was undertaken to avoid the proliferation of easily concealable firearms (handguns) in the community, as it was clearly accepted that these firearms present an unacceptable risk.
Legislative changes dealing with handgun reforms were introduced by the previous State Government for consistency with national policy and were part of the National Handgun Reforms in 2002.
(3) Yes. The recently completed WA Police Firearms Act review also provided the community with an opportunity to make submissions on all aspects of firearm licensing.
