I refer to the tier three rail network, and ask: (a) who is the owner of the rail corridor; (b) does the Public Transport Authority have any control over infrastructure in the rail corridor; and (c) could the Public Transport Authority allow the construction of another rail line in the rail corridor if an investor wanted to set up competing infrastructure?
