I refer to the Northbridge Plan for managing alcohol-related harm, and the Minister’s answers to questions without notice No’s 110 and 111 in the other place on Thursday 18 March 2010, and ask -
(1) Will the Minister please identify the research upon which the Northbridge Plan is based?
(2) Is the Government assessing the effectiveness of the Northbridge Plan?
(3) If yes to (2), will the Minister please provide full details of this assessment?
(4) If no to (2), why not?
(5) Does the Minister agree with the conclusion of the research report prepared for the Commissioner of Police in April 2009 ‘Is Your House in Order Re-visiting liquor licensing practices and the establishment of an entertainment precinct in Northbridge’ that the peak time for anti-social behaviour in Northbridge is between 11.00 pm and 3.00 am on weekends?
(6) If yes to (5), what is the reason the Northbridge Plan restrictions apply from, -
(a) 4.00 am (nightclubs);
(b) 2.00 am (other licensed venues); and
(c) 1.00 am (liquor sale and supply)?
(7) If no to (5), why not?
(8) Will the Government institute a review of extended trading practices for licensed premises in Northbridge?
(9) If yes to (8), when?
(10) If no to (8), why not?

(1) The Director of Liquor Licensing had regard to the research report prepared by the Commissioner of Police entitled "
Is your house in order? Re-visiting liquor licensing practices and the establishment of an entertainment precinct in Northbridge
".
(2) The Director of Liquor Licensing will be assessing the effectiveness of the restrictions imposed on licences in December 2009.
(3 - 4) Not applicable.
(5) The Commissioner's report was before the Director of Liquor Licensing for consideration in the proceedings under the Liquor Control Act. I intend to await the outcome of the evaluation of the restrictions before commenting further.
(6 - 7) Not applicable.
