1043. Hon KATE DOUST to the
Leader of the House representing the Minister for Finance:
I refer to recommendation 11.4(a) of the 2013 ''Final
Report: Construction Subcontractor Investigation''.
(1) Has Building Management and Works established a central
registrar of subcontractor complaints?
(2) If yes to (1) —
� (a) what is the process open to subcontractors
to complain to the central registrar;
� (b) how many complaints has the registrar
received to date; and
� (c) has the central registrar received any
complaints from any workers who have been or are working on Perth Children's
Hospital?
(3) If no to (1) —
� (a) why has the government not established
this central register for complaints, as outlined in the report; and
� (b) when will the
complaints register be established?

I thank the honourable member for some notice of this
question.
(1) BMW has
established a central registrar of subcontractor non-payment complaints for
projects it manages.
(2) (a) Subcontractors
can contact Building Management and Works staff in person, by email or over the
phone to lodge a non-payment complaint. In addition, subcontractors can lodge a
complaint directly via the Department of Finance website.
� (b) The registrar has
received 71 complaints to date.
� (c) Perth Children's
Hospital is not a BMW project.
(3) Not applicable.
