RADAR DETECTORS — REPRESENTATIONS FROM LOBBYISTS
Firstly, I welcome the students from Embleton Primary School. Has the minister received representations from lobbyists or others over the banning of radar detectors? Mr J.C. KOBELKE

AnswerView source ↗

I thank the member for the question. The answer is yes. In the first half of 2006 one of my staff members was contacted by John Theodorsen, who wanted to make representation for people who are involved in selling or producing radar detectors. At that time I knew that a commitment had been made by a previous minister, the member for Midland, that the government would move down the track of banning radar detectors. However, there was a large reform agenda and I made it clear that I was not going to meet those representatives because the issue was not something that was at the top of our agenda. When we got through implementing the increased penalties and a range of other road safety measures, it would then be time to countenance how we would move forward on that issue. That is reflected in the report of the Corruption and Crime Commission. I was more than a little disappointed to find, on reading this report, that when the member for South Perth moved motions in this place—which I commended him on—he was actually working on behalf of Messrs Burke, Grill and Secco, who had commercial interests in radar detectors. Several members interjected. Mr J.C. KOBELKE : The Leader of the Opposition is obviously feeling very uncomfortable. Because the member for South Perth was touting the overthrow of the member for Warren-Blackwood, the Leader of the Opposition feels committed to supporting the member for South Perth. We can hear the Leader of the Opposition yell! He is feeling very sensitive because the member for South Perth has been caught out in a very similar way to Hon Anthony Fels. Hon Anthony Fels did the bidding of Noel Crichton-Browne and Brian Burke, and it was for that and related reasons that the member for Warren-Blackwood, as the then Leader of the Opposition, threw him out of the shadow cabinet. Now we have a situation in which the member for South Perth comes into this place ostensibly wanting to pursue road safety, but not telling us that he is actually doing the bidding of Brian Burke, Julian Grill and their client Mr Secco, who had set up a ploy to try to protect their financial interests. The report talks about how Mr Burke can actually protect their sales. That is what the member for South Perth was doing when he came into this chamber and sought to move a motion to establish an independent inquiry. I congratulated the member for South Perth for his interest in road safety, knowing nothing of the fact that he was simply working for Burke, Grill and their client, whose interest they were seeking to advance. It was absolutely disgraceful, but what leadership is there from the current Leader of the Opposition? The Leader of the Opposition, who is beholden to the member for South Perth, will not discipline him or throw him out of the shadow cabinet because the Leader of the Opposition has no standards. He will not stand up and ensure that the team he takes to the next election are members with integrity who will not be duped by the likes of Brian Burke and will come into this place to represent the interests of the community and not be tools for the commercial interests represented by particular parties. Several members interjected. Mr J.C. KOBELKE : Is the Leader of the Opposition quite happy for Brian Burke to pull the strings for his members? Mr T. Buswell : He raises funds for his campaign; he talks to the Minister for Education and Training in emails, yet you have the gall to stand in this place and say that. Mr J.C. KOBELKE : The Leader of the Opposition is not only sensitive on this issue, but his interjection clearly reflects that he is not confronting the matter. The Corruption and Crime Commission’s report is clear evidence that the member for South Perth came into this place and moved a motion that had been written by Brian Burke and his team, almost verbatim. He did the bidding of a lobbyist who was seeking to serve the commercial interests of his client. Mr T. Buswell : Did you read Hansard relating to the finance brokers? The person next to the minister read speeches and moved motions. Mr J.A. McGinty : You are doing Burke’s and Grill’s bidding. Mr J.C. KOBELKE : As the Attorney General says, the Leader of the Opposition continues to do the bidding of Brian Burke and his cohort Noel Crichton-Browne and Julian Grill. The Leader of the Opposition is condemning himself by the fact that he will not deal with this very important issue. The Premier has taken the lead. He has established standards and has made the tough calls when they have been needed, but the Leader of the Opposition cannot rise to the occasion. He does not have the maturity or the fortitude to stand up, take action against the member for South Perth and establish some standards for the members on his side. The SPEAKER : I call the member for Murdoch to order for the first time.
