2a - b) Funding from the RTTF will be directed to assisting Government road and rail safety agencies to work with the rail industry at a State and National level to improve safety at rail crossings. A community education campaign involving local community action groups (RoadWise in WA) will be developed in partnership with the rail industry and authorities. Approximately 1000 crossings in regional WA have been identified for upgrades to improve safety. The following is an indicative breakdown of works undertaken or programmed. · Upgrade of Regional Railway Level Crossings Signs and Lines to AS1742 Standard 2002- 03 Great Southern Region Approximately 101 level crossings on public roads were identified for upgrades. This work is currently 90% complete. Outstanding works are due for completion in July 2003. South West Region Approximately 50 crossings on public roads have been identified for upgrades. A contract to carry out the works will be finalised before the end of June and works are to commence shortly thereafter. Mid West Region Approximately 150 level crossings on public roads were identified for upgrades. This work is currently 90% complete. All outstanding works are due for completion in June 2003. Wheatbelt South Approximately 204 crossings on public roads have been identified for upgrades. Currently works have been completed at 41crossings and a further 61 are currently in progress. Wheatbelt North This work has been completed through TNC, and involved work at approximately 197 level crossing locations. The work addressed the regulatory function only, with a further program is planned in the 03/04 to address all warning series to compliment this year’s project. Goldfields Esperance Region Approximately 104 level crossings on public roads have been identified for upgrades. Work has been completed on approximately 84 crossings. The balance of outstanding works is due for completion in 2003-04. Pilbara Region Approximately 23 level crossings on public roads have been identified for upgrades. All level crossings upgrades have been completed. · Rumble Strip Trial - Main Roads WA A total of 16 passively protected level crossings in regional areas were upgraded to include a trial of rumble strips in 2002-03. The works included upgrades to the signs and lines to AS1742 standard the installation of Rail-X markings and rumble strips to provide additional audio-tactile warning to motorists of the presence of a railway level crossing ahead. This work was carried out at the following locations: Wheatbelt North Region 8 crossings – completed Wheatbelt South Region 7 crossings – completed Goldfields-Esperance Region 1 crossing – completed · 5 Year Renewal Program - WestNet Rail (Alstom contract) Works under the WestNet Rail 5 year renewal program for actively protected level crossings on public roads have been carried out at a rate of approximately sites 25 per year over the last 2 years. 2a - b) Funding from the RTTF will be directed to assisting Government road and rail safety agencies to work with the rail industry at a State and National level to improve safety at rail crossings. A community education campaign involving local community action groups (RoadWise in WA) will be developed in partnership with the rail industry and authorities. Approximately 1000 crossings in regional WA have been identified for upgrades to improve safety. The following is an indicative breakdown of works undertaken or programmed. · Upgrade of Regional Railway Level Crossings Signs and Lines to AS1742 Standard 2002- 03 Great Southern Region Approximately 101 level crossings on public roads were identified for upgrades. This work is currently 90% complete. Outstanding works are due for completion in July 2003. South West Region Approximately 50 crossings on public roads have been identified for upgrades. A contract to carry out the works will be finalised before the end of June and works are to commence shortly thereafter. Mid West Region Approximately 150 level crossings on public roads were identified for upgrades. This work is currently 90% complete. All outstanding works are due for completion in June 2003. Wheatbelt South Approximately 204 crossings on public roads have been identified for upgrades. Currently works have been completed at 41crossings and a further 61 are currently in progress. Wheatbelt North This work has been completed through TNC, and involved work at approximately 197 level crossing locations. The work addressed the regulatory function only, with a further program is planned in the 03/04 to address all warning series to compliment this year’s project. Goldfields Esperance Region Approximately 104 level crossings on public roads have been identified for upgrades. Work has been completed on approximately 84 crossings. The balance of outstanding works is due for completion in 2003-04. Pilbara Region Approximately 23 level crossings on public roads have been identified for upgrades. All level crossings upgrades have been completed. · Rumble Strip Trial - Main Roads WA A total of 16 passively protected level crossings in regional areas were upgraded to include a trial of rumble strips in 2002-03. The works included upgrades to the signs and lines to AS1742 standard the installation of Rail-X markings and rumble strips to provide additional audio-tactile warning to motorists of the presence of a railway level crossing ahead. This work was carried out at the following locations: Wheatbelt North Region 8 crossings – completed Wheatbelt South Region 7 crossings – completed Goldfields-Esperance Region 1 crossing – completed · 5 Year Renewal Program - WestNet Rail (Alstom contract) Works under the WestNet Rail 5 year renewal program for actively protected level crossings on public roads have been carried out at a rate of approximately sites 25 per year over the last 2 years. As at February 2003, the total crossings in renewal program was 96 - Renewal works have been completed at 65 crossings - Part renewal works have been completed at 6 crossings - Outstanding renewal works are still to be completed at 25 crossings. 1a) The expenditure reduction is mainly due to the decrease in the Road Trauma Trust Fund (RTTF) contribution to the Main Roads WA Blackspot program. The RTTF will fund $500,000 in 2003/2004

Approximately 101 level crossings on public roads were identified for upgrades. This work is currently 90% complete. Outstanding works are due for completion in July 2003.
South West Region
Approximately 50 crossings on public roads have been identified for upgrades. A contract to carry out the works will be finalised before the end of June and works are to commence shortly thereafter.
Mid West Region
Approximately 150 level crossings on public roads were identified for upgrades. This work is currently 90% complete. All outstanding works are due for completion in June 2003.
Wheatbelt South
Approximately 204 crossings on public roads have been identified for upgrades. Currently works have been completed at 41crossings and a further 61 are currently in progress.
Wheatbelt North
This work has been completed through TNC, and involved work at approximately 197 level crossing locations. The work addressed the regulatory function only, with a further program is planned in the 03/04 to address all warning series to compliment this year’s project.
Goldfields Esperance Region
Approximately 104 level crossings on public roads have been identified for upgrades. Work has been completed on approximately 84 crossings. The balance of outstanding works is due for completion in 2003-04.
Pilbara Region
Approximately 23 level crossings on public roads have been identified for upgrades. All level crossings upgrades have been completed.
· Rumble Strip Trial - Main Roads WA
A total of 16 passively protected level crossings in regional areas were upgraded to include a trial of rumble strips in 2002-03. The works included upgrades to the signs and lines to AS1742 standard the installation of Rail-X markings and rumble strips to provide additional audio-tactile warning to motorists of the presence of a railway level crossing ahead. This work was carried out at the following locations:

This work has been completed through TNC, and involved work at approximately 197 level crossing locations. The work addressed the regulatory function only, with a further program is planned in the 03/04 to address all warning series to compliment this year’s project.
Goldfields Esperance Region
Approximately 104 level crossings on public roads have been identified for upgrades. Work has been completed on approximately 84 crossings. The balance of outstanding works is due for completion in 2003-04.
Pilbara Region
Approximately 23 level crossings on public roads have been identified for upgrades. All level crossings upgrades have been completed.
· Rumble Strip Trial - Main Roads WA
A total of 16 passively protected level crossings in regional areas were upgraded to include a trial of rumble strips in 2002-03. The works included upgrades to the signs and lines to AS1742 standard the installation of Rail-X markings and rumble strips to provide additional audio-tactile warning to motorists of the presence of a railway level crossing ahead. This work was carried out at the following locations:
Wheatbelt North Region
8 crossings – completed
Wheatbelt South Region
7 crossings – completed
Goldfields-Esperance Region
1 crossing – completed
· 5 Year Renewal Program - WestNet Rail (Alstom contract)
Works under the WestNet Rail 5 year renewal program for actively protected level crossings on public roads have been carried out at a rate of approximately sites 25 per year over the last 2 years.
As at February 2003, the total crossings in renewal program was 96
- Renewal works have been completed at 65 crossings
- Part renewal works have been completed at 6 crossings
- Outstanding renewal works are still to be completed at 25 crossings.
Approximate total program cost $13m.
