I refer the minister to the Dampier port development. (1) What is the current estimated cost of the bulk liquids berth and associated development? (2) Will the minister confirm that her answer to question without notice 468, part (1), means that the initial completion target of mid-2005 could have been achieved? (3) If so, what is the additional cost of the project due to the longer completion period? (4) Will the minister table the latest detailed briefing provided to her on the current status of the project, excluding the commercially sensitive parts referred to by the minister in her answer given yesterday; and, if not, why not? Hon ADELE FARINA

I thank the member for some notice of this question. (1) The project budget is $75.6 million for dredging the jetty, for the lay down area and access road, and the current estimated cost of the project is expected to be within that budget figure. (2) Part (1) of the answer to question without notice 415 refers solely to the contractual relationship and collaborative working between the Dampier Port Authority and Burrup Fertilisers, which has enabled both to better manage their respective project costs. It should not be implied that the benefits referred to above extend to the contractual relationship between the Dampier Port Authority and its construction contractor, which is a separate commercial relationship with its own mutual obligations. The contractor is bound to construct the jetty by the contract date or at the earliest date it can achieve, including managing the project challenges of a booming state economy, and to incur whatever penalties may arise as a result of any failure to meet is contract obligations. (3) Not applicable. (4) No. The subject matter of the latest detailed briefing on the status of the project relates wholly to the commercially sensitive matters of the parties involved with the project, and these matters are ongoing.
