(2) It was always intended that the fund be established for four financial years commencing from the 2001/2002 financial year through the budget process. New legislation is also required to operate the fund. The guidelines for the fund will be prepared by the newly formed Department of Regional Development and Local Government. The framework for the fund has been approved by State Cabinet and is detailed in the Premier's media release attached. (3) Not applicable.
