(1) Is the $8 million of savings each year, referenced on page 561 of the 2009–2010 budget paper No.2 Vol. 2, from the imminent hoon legislation implementation based on achieving additional revenue or through reduction in costs to police, and:
(a) if all or parts of the savings are based on increased revenue, then who will be responsible for paying these new or additional charges and what will be the basis for such fees or charges; and
(b) if all or parts of the savings are based on a reduction in costs to Western Australia Police, then what is the basis for this increased efficiency or withdrawal of functions from the police?

(1) Additional revenue.
(a) In the case of a hoon related incident, the driver of the vehicle is responsible for paying the associated costs.
In the event of impoundment for driving without a licence, it is also the driver who is responsible for paying the costs involved.
The fee will be in accordance with Government policy, which is based on full cost recovery.
(b) Not applicable.
