Minister for State Development, Jobs and Trade:
I refer to the extraordinary
payment made by the government to the administrators and receivers of Griffin
Coal, announced on 20 December 2022.
(1) As all
government grants are tied to regulated acquittal requirements, what government
entity has oversight of the acquittal of the grant?
(2) Will the
Premier table for the house the permitted expenditure conditions applicable to
the grant?
(3) If no to (2), why not?

(1)–(3) A
financial assistance agreement—FAA—has been executed between
the state and Griffin's managers and receivers, which sets out the
terms under which this funding is to be provided. The Department of the Premier
and Cabinet is the agency responsible for administering the FAA. The FAA sets
out a number of categories for which funding may be requested, such as for the
repair of a broken excavator and for additional mobilisation works to be
undertaken in preparation for winter, as well as the funding cap that applies
to each. The FAA also includes requirements for regular reporting, the
provision of information upon request and dealing with repayments in certain
circumstances, and restricts funding being used for certain purposes, including
payment to secured creditors.
