(2) Will the loan be made on commercially favourable terms, such as a low or no interest rate, and, if so, what will be the terms and the cost to the taxpayer of such an arrangement? (3) What other financial support is being sought by the project proponents? (4) Who are the companies or individuals that comprise the consortium?
