GOODS AND SERVICES TAX AGREEMENT — ONLINE TRANSACTIONS
609. Mr B.S. WYATT to the
Treasurer:
I have a
supplementary question. Now that the Treasurer has confirmed that he has agreed
to changes, why did he not then wait until there was a rigorous, firm decision
to alter the GST sharing arrangements? He has simply signed up to send more GST
revenue to the eastern states.

The member for
Victoria Park does not listen. He should do his work. If we do agree to lower
the threshold for online sales below $1 000, which has to be done and we will
have to decide what the new threshold will be, more GST revenue will come in
and we will get our full per capita share of that revenue.
Mr B.S. Wyatt : On the whole GST payment?
Dr M.D. NAHAN : No.
Mr B.S. Wyatt : There you go! You have completely sold out.
It was the one bargaining position that you had.
Dr M.D. NAHAN : No,
it is not. The member has obviously not followed anything. There is a big
picture. I will be going to Canberra following the leaders to discuss the big —
Several members interjected.
The SPEAKER :
Member for Victoria Park! Treasurer, I want a quick, sharp answer, please.
Dr M.D. NAHAN : He
asked me a question. He is trying to obfuscate —
Mr B.S. Wyatt interjected.
The SPEAKER :
Member for Victoria Park, I call you to order for the first time.
Mr B.S. Wyatt interjected.
The SPEAKER :
Member for Victoria Park, I call you to order for the second time.
Dr
M.D. NAHAN : Here is the Labor Party—when the issue was on, it was
hiding. It said it could not be done. It said we could not do it. The big
picture is that there will be a debate on changes to GST. There is a debate
there; there is one now—not by the Labor Party! The Labor Party has
said that it will not tolerate any changes to GST. It has taken itself out of
the picture. We will debate wider changes to GST for the bigger picture. In the
meantime, we are negotiating hard. Members opposite have taken themselves out
of the picture—completely irrelevant.
