Planning—Train station precincts

Minister for Planning and Lands:
I refer to the
announcement on 16 November regarding the new planning controls over trains stations,
noting the minister's utilisation of a Barnett government planning reform.
(1) Why has it taken almost a decade and a housing
crisis under a Labor government to only now start the process of strategic
planning for only 10 train stations?
(2) When will the minister announce a similar
planning strategy to fast-track planning for stations such Kenwick, Maddington
and Kelmscott, where local governments have often been thwarted by negative
responses to densification from referral agencies such as the Department of
Transport and Major Infrastructure and the Water Corporation?

I thank the
honourable member for some notice of the question, and I provide the following
response on behalf of the Minister for Planning and Lands.
(1)–(2) Local planning schemes were
required to be reviewed in line with reforms introduced under the previous
Liberal–National government in 2015. Further, it seems the member is
unaware that the McGowan government released Perth
and [email protected] million in 2018, a strategic plan that
identifies transit-oriented development, including train stations, for infill
housing and guides local governments in preparing their local planning
frameworks. The Liberal Party's criticism that the state government should have
intervened sooner contradicts its previous position that planning decisions
should remain with local governments. Further train station precincts will be
identified in due course.
