I refer to page 1164 of the 2006-2007 Budget papers, that shows the number of Working with Children screenings in 2005-2006 was 12,568, just over half of the number budgeted for. The explanation suggests that the poor result is because the Act only applied for half the year. Given that the Act came into force on 1 January 2006, why were 25,000 screenings budgeted for if the Department only expected to manage 12,500?

This is a new scheme and as with other jurisdictions in Australia and the United Kingdom it has been difficult to predict the number of applications and when people will apply.
