I refer to guidance released by State Records Office of Western Australia on 24 November 2025 relating to appropriately capturing business-related content and advising that policies and procedures may need to be developed for individual organisations, and I ask: (a) Does the Department of Premier and Cabinet have policies and procedures in place for Ministerial offices capturing business-related content for messages sent and received from WhatsApp and Signal; and (b) If yes: (i) On what date were the policies and/or procedures created; (ii) On what date were the policies and/or procedures shared with Ministerial offices; (iii) Does the Department audit Ministerial offices to ensure compliance with the State Records Act 2000; and (iv) If yes: (A) Which offices have been audited and on what date? (B) Is the Department of Premier and Cabinet aware of any Ministerial office that have been found not to be adhering to the State Records Act 2000?

(a-b) Yes. The Department of the Premier and Cabinet has an approved Record Keeping Plan in place in line with requirements of the State Records Commission. The Department's current plan was approved 27 November 2023 and is valid to 27 November 2028.
Upon appointment, each Minister is provided with a personalised version of the Department's Record Keeping Plan, known as a Record Keeping Program. All Ministers have approved their programs and are obliged to adhere to these requirements.
