Will the minister advise the House how the Leader of the Opposition has once again shown in this week’s rail debate his complete failure to understand the financial decisions made by his Government when last in power? Ms MacTIERNAN

AnswerView source ↗

I thank the member for the question. Members on this side of the House were about to experience withdrawal symptoms because we had not had a rail question from the Opposition. Members opposite did nothing about rail while they were in government and in eight years not one metre of rail line was laid. However, since they have been in opposition they have a newfound interest in rail. It is like a scene from Groundhog Day . I did not want the House to miss out today, so I will share some of the information that the Government has on this. It is very important that I correct the misrepresentations that were made by the Leader of the Opposition last night concerning decisions made by the coalition Government. In Tuesday’s debate the Leader of the Opposition admitted that the cost of the Perth urban rail development project would have to be escalated by the consumer price index. That was a rare admission. He was very insistent, in his usual narking, bullying way, that the former Government’s figures were October 2000 figures. Ms Hodson-Thomas: You went through this last night in the debate. Ms MacTIERNAN: No; I did not. I want to table two publicly available documents that put beyond doubt that the Leader of the Opposition is wrong and the advice I gave to the Parliament was correct: the previous Government’s budget was based on 1998 and 1999 figures. I will table these documents in this place, even though they are publicly available, for the edification of the Leader of the Opposition, who claims he has read the master plans but obviously not in great detail. The first document was produced in April 2000. It is the south west metropolitan rail master plan, and the relevant part reads - The cost estimates included in the master plan have been based upon costs current as at 1 July 1998. They have not been escalated. Mr Barnett: What is the point? Ms MacTIERNAN: The point is that the Leader of the Opposition claimed that his figures were based on October 2000 costs. It is recorded in Hansard . The Leader of the Opposition should read it. That is what he said. Mr Barnett: What is the point? Ms MacTIERNAN: The Leader of the Opposition got it wrong. The second set of figures relate to the northern suburbs rail extension. I will table this document, which shows clearly that the cost estimates included in the master plan were based upon costs current at 1 July 1999. The Leader of the Opposition got both of those facts wrong. Mr Barnett: Who referred to the cost estimates for the northern line? Ms MacTIERNAN: The Leader of the Opposition referred to the cost estimates of the Perth urban rail development. Mr Barnett: The northern line? No, I did not. You are just making this up. Ms MacTIERNAN: The PURD project relates to both elements of that project. Mr Barnett: I did not refer to it at all. You are just making this up. Ms MacTIERNAN: The Leader of the Opposition claimed that his figures were from October 2000, and he got it wrong. This is not all of it. He has the view that there will be an enormous cost blow-out. He has never produced any evidence of it. He says that he has spoken to “most engineers”. He said that there is a “consensus of engineers”. Mr Barnett: Did I say “most engineers”? Ms MacTIERNAN: The Leader of the Opposition did last night. He said it time and again. He came in here with a set of bodgie figures, and I will raise some of them. The Leader of the Opposition said that one of the things he had to add into the cost to get this cost blow-out was - Mr Barnett: Give us the accurate figures then. Ms MacTIERNAN: He said that some $25 million would be required to upgrade the stations on the northern suburbs extension. Mr Barnett: We asked the question. Ms MacTIERNAN: Unfortunately, the Leader of the Opposition was not here to listen to the member for Carine point out that she had asked a trick question. Last night, the member for Carine told us that she always knew that those costs were included in the master plan. She had read it, but she had not told the Leader of the Opposition, so he made a fool of himself. Last night in the Parliament, he said that it would cost an extra $25 million to extend those - Mr Barnett: I asked you what the figure was. Ms MacTIERNAN: No, he did not. He should read Hansard . He said that it would cost an extra $25 million. I can advise the House that the cost to provide those extensions will be something in the order of $2.5 million. I will table this document, which demonstrates that these costs were costed into the master plan; they are not additional costs. Mr Barnett: What does the project cost? Ms MacTIERNAN: It costs $1.217 billion escalated. Several members interjected. The SPEAKER: Members! Ms MacTIERNAN: There is one final way in which the Leader of the Opposition got it wrong. Last night in the debate, he said that over and above the nonexistent $25 million that we had to add to the cost, we had to add another $30 million for the Thornlie-Kenwick spur link. The Thornlie-Kenwick line has always been in the master plan. That was in the Liberal Party’s master plan; it was never taken out. It is not an additional cost. There is no basis on which he can claim there is any cost blow-out whatsoever. He got it wrong four times. [See papers Nos 1434-1436.]

There is no basis on which he can claim there is any cost blow-out whatsoever. He got it wrong four times. [See papers Nos 1434-1436.]
There is no basis on which he can claim there is any cost blow-out whatsoever. He got it wrong four times. [See papers Nos 1434-1436.]
