I refer to the answer provided in Parliamentary Question on Notice 1082 (19th September 2023), in regard to Target 120 program participant completion, which states "Eight young people plus 28 family members of these young people have exited.", and ask: (a) How is the term “exited” defined for the purposes of the program; and (b) How many participants have left the program without completing it, breakdown by location?

(a)    The term ‘exits’ refers to young people who either successfully complete, become ineligible, or voluntarily withdraw from the program. Successful participants have demonstrated significant progress with their goals included in their Individual Support Plan, their level of criminogenic risk has decreased, and they have relevant supports and services in place to sustain positive pathways. The exit is endorsed by the Local Interagency Group.
(b)    Of the 451 exited participants, a total of 241 did not successfully complete the program. This includes participants who exited due to various reasons including relocation to an area outside of Target 120 locations, withdrawal of consent, ineligibility, and ceasing engagement with the program.
A breakdown by location is not provided due to the small number of participants who have exited the program in some individual locations which may result in children and families being identifiable within their communities.
