I thank the member for the question, and, of course, many
Noongar people live within his electorate. I am very pleased to report to the
house that on 8 October the South West Aboriginal Land and Sea Council informed
the government that it had given in-principle approval to all the documents
that make up the south west native title settlement. I would like to
congratulate the South West Aboriginal Land and Sea Council, as well as the
government negotiators who have been engaged in this process for several years.
This is a global settlement covering native title claims over Perth and all of
the south west. It will be and is the largest, most comprehensive settlement of
native title in Australian history in terms of the geographic area covered, the
numbers of Aboriginal people and, indeed, the volume and value of the
settlement itself. The total offer from the state is worth in excess of $1.3 billion
over 12 years.
The next step is that the full agreement will be released to
the Noongar community in advance of six authorisation meetings that will be
held between 31 January and 28 March. If the offer is accepted, which I very
much hope it will be, the state government will proceed with the recognition of
Noongar people under the Noongar (Koorah, Nitja, Boordahwan) (Past, Present,
Future) Recognition Bill 2014, a draft of which has been circulated in this
Parliament. This will give certainty for development, whether by private
landowners, government utilities or whatever, but most of all it will give
genuine pride and a greater sense of independence and greater prospects for the
future to the Noongar community in Western Australia.
